Can F&I and managers both use it?

Yes. Managers and F&I can desk deals, add products, and move the status; each rep’s registration ID prints on the documents.

Does it update my inventory?

Yes — marking a deal pending/sold flips the linked vehicle to pending/sold automatically, and closes the Facebook listing when sold.
